June 26-30, 2006

The programme "Domestic Enquiry: Principles and Practice" was organized during June 26-30, 2006 at Hotel Asia, The Dawn, Shimla. Dr. Helen R. Sekar and Mr. V.K. Trivedi were the Course Directors. There was constant guidance from Kanwar Manjit Singh, Director, V.V. Giri National Labour Institute at every stage preparation and conducting the programme. The primary objective of the programme was to develop understanding and insight into the mechanism of domestic enquiry with a view to obviating the need for it.

Ms. Suman Saxena, Accountant General, Himachal Pradesh inaugurated the programme. The programme was attended by Personnel Managers/Officers, Enquiry Officers, Presenting Officers, Disciplinary Authorities and other officers involved in handling domestic enquiry matters and Representatives of Trade Unions representing a wide range of organizations including Railways, India Government Mint, Eastern Naval Command, Maharashtra State Electricity, Nuclear Fuel Complex, Port Trust, Refinery & Petro Chemicals, Reserve Bank of India, Oil India Ltd., National Aluminium Company, Honda Seil Cars India Ltd., etc.

Various sessions of the programme dealt with issues such as identification of factors affecting discipline, implication of the principles of natural justice, procedural tangles of domestic enquiry. The participants were also enlightened on the role of disciplinary and appellate authorities, role of enquiry officer, presenting officer/workers' representatives during the course of enquiry. Experiential Learning through discussion of case studies, mock enquiry, group discussion and lecture formed the methodology of the programme.

Participants evinced a lot of interest in knowing various aspects of Domestic Enquiry. Choice of faculty, interaction among the participants drawn from a wide range of organizations and in-depth discussion with experiential learning contributed to the effectiveness of the programme. Mr. Samar Ray, Director General, National Academy of Audits and Accounts, Shimla, delivered the valedictory address of the programme and awarded certificates to the participants.

The training program on "Two Days Training Programme on Emerging Labour Issues in Post Globalisation Era" was designed to understand the changes in the economic  and labour policies in the light of globalisation, liberalisation and privatisation, to develop an understanding of the need and  process of disinvestment and its implications on employment and employment relations, to understand the pros and cons of ensuing labour law reforms, to develop an understanding of the need and component of social security, to gain clarity on the rationalisation of the workforce and of post VRS scenario and to explore the ways and means of enhancing productivity.
